The Texas ELPS Roadmap: Navigating the Shift from 2026 to 2029

As we transition to the new English Language Proficiency Standards (ELPS), staying ahead of the implementation timeline is critical for campus and district leaders. This session provides a comprehensive look at the three-phase roadmap for moving from the current standards to full implementation in 2028–2029.
Participants will explore the major structural shifts, including the move from four to five proficiency levels and the reorganization of standards into new grade bands. The most significant change: the introduction of subject-specific Proficiency Level Descriptors (PLDs) designed to support language acquisition within ELAR, Mathematics, Science, and Social Studies.
